Fertilizer Ordinance

The City of Brooksville has always promoted conservation and protection of its natural resources from mismanagement and pollution. One form of pollution rarely talked about, is stormwater runoff. In urban areas such as Brooksville, stormwater runoff carries with it pollutants such as oil, dirt, chemicals, lawn and garden fertilizers that flow directly into our lakes, streams, rivers, and springs where they can seriously harm water quality, including our drinking water.Therefore, under the direction of the Florida Department of Environmental Protection, the City of Brooksville has adopted and implemented a Fertilizer Ordinance effective Feb 5, 2018 Ordinance 882 Banning Nitrogen and Phosphorus Fertilizer. All Institutional and Commercial Fertilizer Applicators take note of the following:

Applicator Licensing and Certification

(a) By April 1, 2018, all commercial fertilizer applicators within the City of Brooksville shall have and carry in their possession at all times when applying fertilizer, a limited certification for urban landscape commercial fertilizer application or other approved evidence of certification by the Florida Department of Agriculture and Consumer Services as a commercial applicator per 5E-14.117(18) Florida Administrative Code.


(b) By April 1, 2018, all institutional applicators shall be supervised on site during the application of fertilizer by at least one (1) institutional applicator who shall have and carry in their possession at all times when applying fertilizer, a University of Florida IFAS "Florida-Friendly Best Management Practices for Protection of Water Resources by the Green Industries" training certificate.

Registration of Commercial Fertilizer Applicators and Institutional Applicators

(a) By June 1, 2018, all commercial fertilizer applicators shall register with the City of Brooksville Public Works Department prior to performing professional landscaping within City limits. Commercial fertilizer applicators must present an active "Limited Certification for Urban Landscape Commercial Fertilizer Application" to successfully complete registration. Commercial fertilizer applicators shall renew their City of Brooksville registration concurrent with renewal of their "Limited Certification for Urban Landscape Commercial Fertilizer Application."

(b) By June 1, 2018, all institutional applicators of fertilizer shall register with the City of Brooksville Public Works Department prior to applying fertilizer within city limits. Any institutional applicators seeking to register and remain registered with the City shall have at least one (1) employee who holds an active University of Florida IFAS "Florida-Friendly Best Management Practices for Protection of Water Resources by the Green Industries" training certificate. Institutional applicators shall renew their registration every four (4) years with presentation of an updated training certificate showing the completion of continuing education units (CEUs) that meet state standards.
