Bidding Opportunities

The City of Brooksville is pleased to accept bids and proposals for City projects, services, and products. Bids and Proposals in response to a solicitation must be addressed and delivered to  City of Brooksville, Procurement Division, 201 Howell Avenue, Brooksville, Florida 34601.  All submittals must be sealed and identified with the appropriate Solicitation Number. Any bid or proposal not delivered by the due date and time, as specified in the solicitation, will be considered unresponsive and disqualified. 

Quotes

The method of procurement for purchases $2,500 to $20,000 require a minimum of three competitive quotes which are obtained from various vendors via the internet, email, mailed or faxed on vendor logo'd documents.

For large materials, supplies, and equipment procurement, the city will issue various solicitations depending on the city's needs.  

Request for Information (RFI)

A Request for Information (RFI) is a non-binding method to garner input from interested parties for an upcoming solicitation. An RFI is primarily used to gather information to help plan on what steps to take next. It is utilized to obtain comments, feedback or reactions from potential suppliers prior to issuing a solicitation. Generally, price or cost is not required. Feedback may include best practices, industry standards, technology issues, etc.

Competitive Solicitation Selection 

This method for purchases of goods and/or supplies that exceed twenty thousand dollars ($20,000.00) is also called the formal solicitation method and includes:

 Sealed Invitation to Bid (ITB)

 An Invitation to Bid (ITB) is to provide standardized information to all bidders, fostering a truly competitive process. This is achieved through the use of sealed bidding procedures. Contractors will submit their price in sealed envelopes (bid packet), which are publicly opened to maintain transparency. This is a public meeting that anyone can attend. The contract will ultimately be awarded with zero negotiations concerning price or services.

 Request for Proposal (RFP)

A Request for Proposal (RFP) is a “competitive negotiations method” of soliciting proposals. This method is used when the end-product is unique, the requesting department knows what they want, but the methods and specifications aren’t readily available. Thus, price isn’t the only deciding factor. Quality and experience will be heavily weighed.

 Request for Statement of Qualifications (RSQ)

 Request for Statement of Qualifications (RSQ) is used to solicit information about the qualifications of a person or firm interested in responding to a potential procurement. This method can be used in conjunction with and Request for Proposal as a competitive request to sort out the most qualified vendors, or this can be used as a non-competitive to obtain the services of several vendors for ‘Professional Services’ for continuing contracts.


OPEN BIDS

All of our solicitations are posted HERE  on the City's website under the Current Solicitations Page.  In addition, the solicitations are posted on the Florida Purchasing Group (BidNet Direct) website for vendors to access.  Vendors must register with BidNet Direct in order to view the official solicitation documents. To be added to the list of firms that may be notified when bids or proposals are being requested for services /equipment, complete the Solicitation List Application Form and return it to the City of Brooksville Procurement Division.
